Media statement by M. Kula Segaran on Kg. Tai Lee matter at the MBI in Ipoh


Relocation of squatters of Kg. Tail Lee need to be speeded up.

Last Friday DAP Ipoh Barat met with the residents pf Kg. Tai Lee to discuss to find a solution to the squatter issue.

For over three generations over 76 families / 50 houses are staying in the village with repeated assurances that they will be given/provided housing lots by the state government.

Just before the General Elections of 2008 letters were sent by the Ipoh Land office that all squatters will be resettled in Pusing. Nothing has proceeded after this promise. This kind of promise is made and never kept by the BN government.

Sometime in 3rdJanuary2010 there was a gotong royong organized by the state government with the Kg. Tai Lee residents. At that gotong royong the MB Zamry ordered the local council of Ipoh (MBI) to find a solution to settle the squatter’s issue. A number of meetings had taken place, between both this parties. We are here to day to speak to the Mayor to speed up the process of relocation of the squatters.

There is a pending court case to evict the squatters of Kg. Tai Lee in the High Court. No date for Hearing has been fixed yet. Only a political solution will bring about a permanent solution to this squatter issue.

Sometime in 2000 the former MB of Perak Tajol Rosli had assured all that Perak would be squatter free by 2005. 2005 has passed by and there are thousands still in squatter settlements in Perak. Recently Zamry has apparently promised 2015 a new date for Perak to be declared squatter free. The “goal post” keeps on changing all the time!

It’s no use declaring a date which the state government cannot fulfill. What is needed is “blue print” policy decision on this matter.

We suggest the State Government to set up a high level committee to formulate a new policy and ways be found to settle squatter issues in Perak.

Presently there are over 14 thousand squatters in Perak according to the Perak Economic Planning Unit.

It is duty and obligation of an efficient State Government to find a just a fair relocation of all squatters in Perak. Question is, has the present Perak Government the will power to do so?

Media Conference Statement by DAP Klang Municipal Councillor Tee Boon Hock in Shah Alam on Wednesday, 28th July 2010:

I refer to the front page report by The Star dated 27th July 2010 headlined “Rogue Councillor”.

1.    Based on the description of the councillor provided in The Star report, I am the only one who fit the profile who is in my 50s, having previously stood twice for a state seat in past general elections and was in the MPK Tender Board from Oct 2009 to June 2010.

2.    I hereby would like to make it known that I was the Special Assistant (“Pegawai Khas”) for the State Assemblyman (ADN) of Pandamaran, Sdr Ronnie Liu, from March 2008 to 18 Nov 2009.

3.    During the period where I was the Special Assistant in the ADUN office, I had received numerous requests for assistance from the public and the constituents of Pandamaran. As part of the service from the ADN office, I had issued and signed letters of support for those requesting for assistance, including letters of support to the welfare department, on behalf of the handicap, single mothers and others in need as well as those seeking assistance from the local councils.

4.    All the letters are always written without obligating any government officials to act in any improper manner. Where contractors are involved, all letters were specifically qualified with the statement “syarat-syarat Majlis Perbandaran dan Kerajaan Negeri Selangor dipenuhi sepenuhnya” and “undang-undang yang melibatkan kontraktor pembekalan dan perkhidmatan perlulah dipatuhi dan diikuti sejujurnya”.

5.    No letters were issued by me on behalf of the ADN office once I was no longer the Special Assistant to the ADN.

6.    I deny all allegations contained in The Star report claiming corrupt practices on my part which had enriched my family members or myself. My family and me have not applied for or received a single contract from MPK and we will not bid for any such contracts as it would mean a direct conflict of interest.

7.    I will consult my lawyers to determine if I should file a suit against The Star as the article has seriously damaged the reputation of my family and myself.

Media Conference Statement by Ronnie Liu, Selangor State Executive Councillor and DAP State Assemblyman for Pandamaran in Shah Alam on 28 July 2010:

I refer to the front page report by The Star dated 27th July 2010 headlined “Rogue Councillor”.

I did not “confirm” to The Star reporter that my “letterhead had been misused and that the local councillor was now being investigated by the party”.

In fact, this statement on the front page was contradicted by The Star's own report on page N4 where I was quoted as saying: “There have been strong allegations that the councillor used my letterheads to influence the council to obtain contracts, but I’m leaving it to the party to investigate.”

I am also not the DAP Selangor Deputy Chairman as cited in the report.

Judging from what Sdr Tee Boon Hock has explained, I have no problems with the letters.

Media Conference Statement by DAP Selangor Chairman and Selangor State Executive Councillor Ean Yong Hian Wah in Selangor State Secretariat, Shah Alam at 9.30am, Wednesday, 28th July 2010:

I would like to stress here this morning that the party would not hesitate to take action on those who against the interest of the public.

The party will continue to review this matter and the allegation.

We would not protect any members and leaders who involved in corruption and misuse of power.

The difference between Pakatan Rakyat and Barisan Nasional is that we will investigate and take action on the accused if found guilty. But Barisan Nasional will do all they can to sweep the issue beneath the carpet.

I hope media could give a fair report on this issue.

Dato' Ngeh - Najib and Zambry to blame for the drastic drop in investment in Perak

Najib and Zambry to blame for the drastic drop in investment in Perak.


Investment was the highest in Perak during the reign of Pakatan Rakyat (PR).

The figures released by Malaysian International Trade and Industry (MITI) for the last 10 years from 2000 to 2009 show that the investment in Perak was the highest when PR ruled Perak.

The investment in Perak in 2008 was RM3,130,017,250. This was despite the fact that PR took over power only after March 2008 and the uncertainty that surrounds the first 2 months of the change of Government after more than 50 years of BN rule. It was also despite the fact that the United States of America and Europe were facing economic crisis in 2008.

Investors were having great confidence in PR after just a short period of its administration. I believe investments would have increased further had it not for the undemocratic grab of power by BN on 6-2-2009.

Due to the grab of power by BN, investments drop drastically in Perak by 71.5% to only RM893,872,874 million in 2009.

Prime Minister, Dato’ Seri Najib Bin Tun Razak and Dato’ Seri Zambry Bin Abdul Kadir are to be blamed for dashing to pieces the new hope that PR was bringing to the people of Perak. They killed the economic prosperity that was to follow due to the exemplary rule of Pakatan Rakyat Government which was highly praised by the Auditor General’s office.

Unemployment and low paying jobs continue to dominate the job market in Perak. The people must teach BN leaders a lesson in the coming 13th General Election for putting personal powers and interests above the welfare of the people of Perak.

Media Statement by M.Kula Segaran, National Vice Chairman of DAP, MP Ipoh Barat in Ipoh on 16thJuly2010 at Ipoh

The Prime Minister must clarify whether his 9A+ announcement means that a student who has scored 9 A + in any subject, including Mandarin or Tamil subject is entitled  to  the JPA scholarship or the JPA stipulated requirement in 9 specified subjects still applies?

When opening the 64th MIC annual general meeting on July 10, the Prime Minister Dato Sri Najib announced that all students obtaining 9A+ and more for their Sijil Pelajaran Malaysia examination will receive the Public Service Department (JPA) scholarships for either overseas or local universities.

He received a standing ovation when he mentioned all students would get the scholarship irrespective of race.

In response to his announcement, I had on July 11 asked three questions as follows through tweeter:-

1.      does the “ 9A+ subjects”  refer to the core subjects only?

2.      what about those with less than 9+? No more scholarships for them?

3.      does this mean that the Cabinet has revoked its earlier decision to phase out the JPA scholarships?

However, till today, neither the Prime Minister, the Minister of Education nor the JPA has made any further statement or clarification on the above issues.

In fact, I have subsequently received enquiries from some parents as to whether their children who had scored 9A+ but did not apply for the JPA scholarships earlier can do so now.

I don’t understand why till today the government is not able to make the necessary clarification as surely such details would have been discussed and ironed out before the Prime Minister made his announcement.

Some parents and students are especially eager to know if the Prime Minister’s announcement refers to any subject or the core subjects specified by JPA scholarship application guidelines.

In other words, they are eager to know if Tamil and Mandarin subjects are included in the 9A + mentioned by the Prime Minister.

In the JPA scholarship application guidelines, minimum requirement have been set for 9 subjects which vary according to programme.

For example, for students wishing to pursue medical degrees in United Kingdom, India , Ireland, New Zealand, Russia , Dentistry degrees in Australia, Ireland,  New Zealand , United Kingdom and pharmacy degrees in Australia, New Zealand United Kingdom , International Medical University ,  the JPA guideline stipulates that applicants must “ mendapat sekurang kurangnya A- dalam sembilan (9) matapelajaran berikut ;-

a.       Bahasa Melayu

b.      Sejarah

c.       Pendidikan Islam atau Pendidikan Al Quran dan As Sunnah atau Pendidikan Syariah Islamiah atau Pendidikan Moral

d.      Fizik

e.       Kmia

f.        Biologi

g.       Matematik

h.       Matematik Tambahan

i.         Bahasa Inggeris


Hence, Tamil and Mandarin are not listed as the core subjects for the above programmes.

If the Prime Minister’s announcement means that the 9 A+ refers to any subject, it must therefore mean that the JPA guidelines no longer apply and therefore his announcement must also mean that A+ in Tamil and Mandarin subjects are also considered  in the 9 A+.

But is this really the case? Why is the government keeping silent on the necessary clarification?

The Prime Minister must clarify whether his 9A+ announcement means that a student who has scored 9 A + in any subject, including Mandarin or Tamil subject is entitled  to  the JPA scholarship or the JPA stipulated requirement in 9 specified subjects still applies?

Perak Pakatan Rakyat elected representatives looking forward to an incident free State Assembly on 3rd August 2010. Hope Perak BN Government will cooperate

The Secretary the State Assembly, Encik Rumaizi Bin Baharin @ Md Daud has called for State Assembly to sit on 3/8/2010.

The Perak Pakatan Rakyat Assemblymen and Assemblywomen met last night and have expressed the hope that this coming State Assembly sitting will be incident free. We hope that for the sake of the people of Perak, the BN Perak Government will act responsibly by answering questions raised by the elected representatives and allowed debates to be conducted in free and conducive environment.

We call on the Perak BN Government to cease the following, which have occurred in the past State Assembly sittings:-

(i)    Allowing the police to surround and invade the State Assembly creating a climate of fear and intimidation.

(ii)    Refusing to answer the questions raised by the elected representatives base on a flimsy reason that it was forwarded to the Assembly secretariat by V. Sivakumar, the PR recognized legitimate speaker. Nowhere under the rules is this prohibited. Questions can be forwarded through email, courier, pos laju, normal mail, an office boy or any other person. Pakatan Rakyat elected representatives are willing to forward their questions directly to the State Assembly Secretariat this time round just to avoid the people’s questions go unanswered.

(iii)    The microphones of the Pakatan Rakyat elected representatives were switch off to prevent them from debating or asking questions.

(iv)    Doors to the State Assembly were locked to ensure that Pakatan Rakyat elected representatives use only the route designated which is controlled and under the strict surveillance of the police.

(v)    Only BN controlled media are allowed into the State Assembly while other media are locked in a room where the audio sound cannot be heard except for selected messages that the BN Government wants them to hear.

The above said incidences have made a mockery of the democracy in Perak. Perak Pakatan Rakyat had hoped that fresh election can be called to restore full democracy in Perak but BN has refused to do so. Until then, for the sake of the people of Perak, Pakatan Rakyat elected representative will continue to bring up the issues affecting the people by asking questions and debating on the issues affecting them.

The question of who is the legitimate speaker is a legal one. Pakatan Rakyat is of the view that from whatever angle, Dato’ Ganesan cannot be a legitimate speaker and Mr. V. Sivakumar is still the lawful and legitimate speaker.

In order that this coming State Assembly sitting will go on smoothly without its legitimacy being questioned, Mr V. Sivakumar will also issue a notice for the State Assembly to sit on 3/8/2010. Again, in order that this coming sitting will proceed smoothly and for the sake of the people of Perak. Mr V. Sivakumar and the other Pakatan Rakyat elected representatives have also agreed to allow Dato’ Ganesan to chair the meeting albeit not as a speaker (as his legitimacy can only decided by law) so that this session can be conducted in an orderly manner and free of any untoward incidence.

We hope the Perak BN Government will respond positively for the sake of the people of Perak.

No reason for me to apologise over the Senate Lounge incident

It has been an annual thing that many bright and deserving SPM scorers will fail to obtain JPA scholarships. This year is no different when JPA scholarship results were released on May 21.

Subsequently, I received many calls from parents from all over the country expressing shock that students who had obtained 11'As and  12A's in their SPM examination were not successful in obtaining JPA scholarships. Many parents alleged that the JPA was not being transparent and fair in awarding the scholarships.

On June 9, I decided to have a dialogue in Parliament with some parents and NGO's on the JPA scholarship issue. I wrote a letter to the Secretary of Parliament to request for a room to have the dialogue.

I was asked to get in touch with a Parliament staff who subsequently booked the Senate Lounge as there was no other room available then.

Over 100 people attended the meeting. As it was proceeding some UMNO MPs barged into the Lounge uninvited. As a result a commotion occurred and harsh words were exchanged.

On the very day, the MP for Kinabatangan Datuk Bung Moktar moved a motion in the Parliament Chamber to refer me to the Committee of Privileges.The Speaker then said he needed time to investigate the incident. The Speaker delivered his decision in the Parliament Chamber today.

The Speaker announced that there is a prima facie case against me but Kinabatangan MP had cited a wrong provision of the Parliament’s Standing Order to refer me to the Committee of Privileges.

He advised MP for Kinabatangan to file a substantive motion which requires 14days notice before the motion can be debated. Alternatively, a Minister can move a motion which can be debated forthwith.

MP for Kinabatangan and other MP's then suggested that I should just apologise and get the matter settled. I stood up and informed the house:-

1)      That the  June 9  dialogue was held to get views from parties affected by the unfair award of JPA scholarships. Parliament will become irrelevant if issues of this nature are not ventilated. We as the elected representatives are expected to raise and discuss such issues.

 2)      Let's get the facts right on who have trespassed into the meeting uninvited. It was the UMNO MPs like MPs for Tangga Batu, Lenggong and Kinabatangan who had barged into the dialogue session and acted like gangsters.

3)      So against whom should action be taken? Against the aggressor or victim?

For record,  let it be known that I have no justifiable reason to apologize and I am no apologist! If need be, I am willing to face any form of punishment meted out. For I believe my stand is consistent with the interest of all.

Call on the Indian voters to continue to play their king maker role and bring about the second political tsunami in the next general election


The 2008 general election saw the combined power of the Malay, Chinese and Indian voters in creating a political tsunami which caused Barisan Nasional’s its worst electoral debacle.

The people power unleashed by Malaysians who have longed for political change and a truly united, just and fair Malaysia has caused the BN to lose not only its traditional two thirds parliamentary majority but also the state power in Perak, Penang, Kelantan, Kedah and Selangor.

It cannot be denied that the Indian voters had played kingmaker and helped bring about an electoral outcome which shocked the entire nation.

Even MIC president Dato Samy Vellu who had served as a Minister for 28 years and had always appeared unconquerable was dislodged from his Sg Siput parliamentary seat.

Such was the people power and such was the power of the Indians’ kingmaker role!

Why did the Indians reject the BN and MIC?

Because enough is enough! Decades of marginalization are long enough.

The Indians had given the BN and MIC enough chance but the BN kept squandering the chances.

So in 2008, the Indians decided that it was time they should give themselves a chance.

They had through their votes sent the strongest message to the BN that they were totally fed up of being neglected and marginalized.

It has now been 2 years and 4 months since the last general election. But BN has not taken much heed of the political message sent by the Indian voters. No major and effective reform has been taken to address the long standing grievances of the Indian community.

Today, bright and deserving Indian students continue to be denied government scholarships. Despite the Prime Minister’s talk of 1 Malaysia , only 10 % of the matriculation college places have been opened up to non bumiputra students and many Indians have failed to gain admission.

SJKT Ladang Scot in Hulu Selangor had no piped water and TNB electricity supply for decades and it had only obtained the supply due to the occurrence of the recent by election where BN was desperate to woo the Indian votes.

If it was not because of the by election, the school’s plight would continue to be ignored.

In this regard, I wish to call on the present Pakatan Rakyat state governments to do their utmost to serve and assist the Indian community so as to provide them with the confidence that Pakatan Rakyat is a reliable and effective coalition that they can trust and continue to place their hopes on.

Of late, there has been increased speculation that the next general election will most likely be held in early 2011 because the Prime Minister is encouraged by his approval ratings whereby he has won increased support from the Malays and Indians.

While we may question the accuracy of public opinion survey, it is clear that, judging by the Bagan Pinang and Hulu Selangor by election results, Najib has managed to win back some Indian support since the last general election.

The Pakatan Rakyat’s electoral objectives to recapture Perak state power and to win the Federal power in the next general election cannot be achieved without the people power.

The Indian voters who have helped to create political tsunami in the next general election must therefore continue to play kingmaker.

I therefore call on the Indian voters to continue to  play their kingmaker role and  vote for change in the next general election so as to bring about  the second political tsunami and make Malaysia a better place for themselves and all Malaysians.
